GAP is a collection of plug-ins to extend the GIMP with capabilities to edit and create animations and movies as sequences of single frames.

It's a GIMP plugin called Liquid Rescale. It is a free, open source frontend to the Liquid Rescale Library,which provides an implementation of the Seam Carving algorithm.
